“Communist infiltration and subversive intrigues are the great enemy of mankind, a grave threat to freedom, peace and human dignity and a bane to the life and independence of every nation and people. . . The current age is. . .an age in which freedom and slavery, life and destruction, light and dark, truth and magic will fight a decisive war from which no one can escape, no one can isolate himself. Either to sit idle and await death or to meet the struggle squarely – of these two one has to choose.
For the sake of world peace and security as well as human existence and freedom, we, from our own bitter experiences and on the basis of the infiltration and subversive intrigues of the contemporary communist parties in various nations, particularly of the Chinese Communist Party (CCP), here advance some of our suggestions with regard to the understanding and resistance of communist infiltration and subversive intrigues, in hope that they will serve as reference for those engaged in anti-communist struggle. . . As for “defeating the enemy”, in addition to recognizing the enemy clearly and eliminating any illusions about him, the most important things are: To have resolute determination, strong organization, firm actions and to have an accurate understanding of oneself and rely on the masses, to take advantage of the very tactics and strategies of the enemy to attack the enemy and to forestall the enemy’s maneuvers beforehand. Thus one will be invulnerable to the enemy and all the enemy’s intrigues and plots will be rendered ineffective.

“1. Violent revolution advocated by Marxism is a great serious threat to the life of contemporary people, which aims at subverting the whole world and enslaving mankind.
“2. Communist aggression is essentially launched from within by stirring up internal riots and rebellions. Through ideological and organizational infiltration, the communists will first try to hoodwink and captivate the masses and stir up urban and rural riots. Then they will employ the tactics of armed struggle.
“3. Communist subversive activities will take many different forms, some overt, some covert; some legal, some illegal; some peaceful, some armed; some struggles are carried out using the masses, some carried out in parliaments. Though different forms of struggle may be taken at different times, all the different struggles will eventually be guided and developed in the direction of armed struggle with the final purpose of seizing political power.
“4. To seize and control the masses, the basic methods employed by the communists are to create contradictions, intensify and aggravate frictions and fissures already existent and to hoodwink and lead the masses astray by taking advantage of problems among the masses and in society and by exploiting social evils such as poverty and backwardness.
“5. In carrying out armed rebellion, the communists in the East are taking a strategy of long-term struggle. They try to hoodwink and intimidate peasants into serving them as the main force of rebellion and seize rural areas as the bases in order to implement the strategy of surrounding cities with rural areas and carrying out the strategies and tactics of the so-called “people’s war.” When their armed force is weak and insufficient, they will avoid fighting decisive, positional battles with the enemy, with the extermination of the major force of the enemy as the supreme goal of their strategy. They will try to change the inferiority of their whole situation by concentrating on winning local, piecemeal victories one after another. Once the tide of the whole situation turns in their favor and they become strong while we become weak, they will force decisive battles upon us and then seize central cities and eventually realize the purpose of seizing political power by armed struggle.
“6. In order to crush communist aggression and subversion, it is necessary that Marxism-Leninism must be first disproved and struck down ideologically and theoretically.
“7. Positive measures must be taken to prevent and wipe out communist ideological and organizational infiltration, making it impossible for the communists to spread their ideological virus and set up their organizations. Particularly, communist organizations must be prevented from taking roots, developing and growing strong so as to forestall the outbreak of various riots, particularly armed rebellions.
“8. The masses must be resolutely relied upon and mobilized so as to make it impossible for the communists to hoodwink and control them. Therefore, it is necessary that strong and firm measures must be taken to solve the basic internal problems of the nation reasonably.
“9. Where the threat of communist armed rebellion is already there or the nation is already engaged in bloody struggle with the communists, it is imperative that both political and military efforts be applied and that the struggle for the support of the masses be still considered as the most important thing. Militarily, point-blank countermeasures must be taken on the basis of the very characteristics of communist strategies and tactics to smash them. It is most important that one should not be restrained by one’s own established practices and out-of-date concepts; otherwise, time may be wasted and the communist force will grow stronger and stronger.
“10. Any concepts of compromise and appeasement, any illusions, cloudy and vague ideas, lack of vigilance, hesitation and vacillation inevitably attract the wolf to the door and are the main reasons that have invited communist infiltration and subversion and armed rebellion. The only correct way to defeat the enemy and forestall communist disaster is to be determined, to have perseverance, to tighten one’s organization and the security system, and to take firm and resolute measures to contain and exterminate communist activities thoroughly.” – Cheng Shen-Wen, “How to Resist Communist Infiltration and Subversive Intrigues,” 79-82.
